The one-page rule as a decision. Leave a fact unknown and the answer is TEST — one provisional cluster and an observation. The engine will not multiply pages on a guess.

same sense Do both queries refer to the same sense of the concept?

same task Is the user trying to complete the same task?

compatible answer structure Can one answer structure serve both without padding?

compatible result class Do the search results return the same class of page?

compatible next action Does the same next action follow for both?

Hard splits

Either of these forces a split on its own.

local inventory differs Real local or product inventory differs, so the answers cannot be the same page.

legal context differs The legal or regulatory context differs, so one page would be wrong for one audience.
